From harassment of journalists to censorship (and self-censorship), media freedom is under threat across the globe – but there are glimmers of hope in parts of Africa, Asia, and Europe. 

In the last decade:

- Government censorship efforts and harassment of journalists have worsened in 60 countries.

- The number of countries in which media self-censorship has worsened is more than 4 times greater than the number in which it has improved – but this gap is smaller in Europe and Central Asia, and in Sub-Saharan Africa.

- The number of countries in which harassment of journalists has worsened is more than 3 times greater than the number in which it has improved – but this gap is smaller in Asia and the Pacific, and in Sub-Saharan Africa.

For each of these indicators, we explore advances and declines over the last year (2022–23), the last 5 years (2018–23), and the last 10 years (2013–23) for each of these indicators, which are defined at the bottom of this page).

Freedom from media self-censorship

2013-2023 insights

Over the last 10 years, freedom from media self-censorship advanced for 263 million people in 14 countries and declined for 5.4 billion people in 58 countries.

No countries in the Middle East and North Africa advanced on the indicator over this period. 

2018-2023 insights

Over the last 5 years, freedom from media self-censorship advanced for 375 million people in 9 countries and declined for 2.6 billion people in 41 countries. 

No countries in the Middle East and North Africa nor in Sub-Saharan Africa advanced on the indicator over this period.

2022-2023 insights

Over the last year, freedom from media self-censorship advanced for 294 million people in 5 countries and declined for 320 million people in 15 countries. 

No countries in the Middle East and North Africa advanced on the indicator over this period.

Freedom from harassment of journalists

2013-2023 insights

Over the last 10 years, freedom from harassment of journalists advanced for 405 million people in 16 countries and declined for 4.9 billion people in 60 countries.

Advances on the indicator primarily took place in Sub-Saharan Africa and Asia and the Pacific, while declines were spread across the globe.

2018-2023 insights

Over the last 5 years, freedom from harassment of journalists advanced for 865 million people in 14 countries and declined for 823 million people in 38 countries.

While there were countries in every region that advanced on the indicator over this period, the number of countries that declined continued to outpace them. 

2022-2023 insights

Over the last year, freedom from harassment of journalists advanced for 406 million people in 6 countries and declined for 467 million people in 12 countries. 

No countries in Asia in the Pacific advanced on the indicator over this period. At the same time, no countries in the Middle East and North Africa declined on this indicator.

Freedom from government censorship efforts

2013-2023 insights

Over the last 10 years, freedom from government censorship efforts advanced for 358 million people in 18 countries and declined for 5.0 billion people in 60 countries.

While more countries in Europe and Central Asia declined on this indicator than in any other region, declines took place across the globe.

2018-2023 insights

Over the last 5 years, freedom from government censorship efforts advanced for 879 million people in 19 countries and declined for 1.0 billion people in 34 countries. 

Over this period, Europe and Central Asia and Sub-Saharan Africa had both the highest number of countries that advanced and the highest number that declined.

2022-2023 insights

Over the last year, freedom from government censorship efforts advanced for 316 million people in 6 countries and declined for 655 million people in 12 countries. 

No countries in the Middle East and North Africa declined over this period.

About this data

Results from our July release of our 2024 Global Expression Report indicate that freedom of expression is in decline across the world. In the last 10 years, 6.2 billion people across 79 countries experienced declines in their freedom of expression, while only 303 million people in 18 countries experienced advances.

1. Freedom from media self-censorship: Self-censorship among journalists when reporting on issues that the government considers politically sensitive.

2. Freedom from harassment of journalists: Individual journalists harassed by governmental or powerful non-governmental actors while engaged in legitimate journalistic activities.

3. Freedom from government censorship efforts: Attempts by the government to directly or indirectly censor the print or broadcast media.
